Tom Abiobaragha Owugha had his early education in Rivers State, Nigeria. He began life as a banker and served with Barclays (now Union) Bank Plc, where he set a record of excellence. In 1979 he proceeded to the United Kingdom for further studies.

A fellow of the Chartered Association of Certified Accounts (FCCA) for almost two decades, he has left indelible footprints of achievement that cut-across the international banking, auditing, taxation, project finance, project management, business, human development and management landscapes. More notable are the roles of Auditor of Mensah & Co Chartered Accountants in London; freelance consultancy in computerised accounting systems, special investments and tax matters; Business Development Director for both Hammersmith and Fulham Business Resources, as well as Data Training Consultants, London. He was also the premier Financial Controller for Linkage Assurance Company, Nigeria; Chief Accountant of Allstates Trust Bank in Nigeria; and Managing Director of TMC Savings and Loans Limited a subsidiary of Allstates Trust Bank Ltd.

In 1999, Tom established Thompson & Co, a Chartered Accountancy firm based in the United Kingdom with clients ranging from individuals, small to large corporate institutions. He successfully managed the firm until 2008 when he was headhunted by the Bayelsa State government to serve as the pioneer Director-General of the Bayelsa State Micro-credit Administration Agency with a clear mandate to reposition the Agency.

Here he brought commendable international experience and exposure gathered from leading companies in the U.K and Nigeria and led a roadmap that represented a complete departure from the past. He was instrumental to the success of Bayelsa State in a competitive bid for a Central Bank funded Entrepreneurial Development Centre for the South-South geo-political zone to be located in Bayelsa State. This has majorly helped to capture new socio-economic development opportunities for the government and people of Bayelsa State and has provided a credible and more sustainable pathway for human development in the State.

On assumption of office, His Excellency Seriake Dickson, the Executive Governor of Bayelsa State, appointed Tom to serve as a key member of the State’s Financial Management Review Committee (FMRC). He made reliable contributions that formed the basis for recommendations that streamlined the financial affairs of the State for sustainable growth. He was further appointed by the governor to serve on the Internally Revenue Audit Committee (IRAC), where his vast international experience of taxation and good corporate and economic governance policies and practices facilitated new channels and directions for increasing and enhancing Bayelsa State internal revenue streams.

In tandem with the outcomes of his accomplishments, His Excellency Seriake Dickson, the Executive Governor of Bayelsa State specifically selected Tom to serve as the Bayelsa State Co-ordinator for the New Partnership for Africa’s Development (NEPAD). He currently holds this office and role for which he is fundamentally suited in versatility on international partnerships with whom he is joining forces to reposition Bayelsa/Nigeria in Africa for sustainable political, socio-economic growth and development for social mobility across the continent.

Tom is happily married and blessed with four children.
